As part of the Energy, Resilience and Sustainability (ERS) Division, you will collaborate with experts to provide comprehensive policy, planning, and implementation services to deliver solutions that address critical infrastructure resilience and security issues and support the military mission, while reducing environmental impacts. The ERS Division is seeking a qualified and proactive candidate to provide senior level FRCS Risk Management Framework (RMF) policy and technical functions to support the USMC Facility Related Control Systems (FRCS) Program Manager (PM). The candidate will lead a highly skilled team of Subject Matter Experts (SMEs) to develop and implement secure solutions that assist the achievement of Authorization to Operate (ATOs) at the Headquarters, Regional and Installation levels.

The FRCS Authorization SME will report directly to the ERS Division Director, DOD Operational Technology (OT) Practice and build the team’s knowledgebase of Risk reduction solutions for OT. This is a hybrid position, with the flexibility to work remotely while participating in some in-person client and team meetings and/or site visits. Some travel is required.

Key Responsibilities:

  • Serve as Team Lead of other team members
  • Lead regular stakeholder interactions and be the primary point of contact responsible for assigned projects.
  • Lead technical and analytical support for FRCS to secure, mitigate and resolve issues related to Authority to Operate (ATOs), integration, and/or security.
  • Evaluate risks and vulnerabilities, identify potential mitigations and/or resolutions, implement the correct and necessary action, and document the action.
  • Provide technical and analytical support to develop FRCS: inventories; Security Plans; Configuration Management Plans; Contingency Plans; Disaster Recovery Plans; Incident Response Plans; Action Plans; and FRCS-related Portfolio Management artifacts.
  • Provide FRCS/OT Cybersecurity expertise to create or modify technical and policy documentation.
  • Travel, as needed and approved, to provide technical and analytical support in a designated installation or region.
  • Lead communications with Government stakeholders and provide advisory support.


Basic Qualifications:

  • Bachelor’s degree from an accredited college or university in Computer Science, Information Assurance, Information Security System Engineering, or related field plus at least 8 years of directly related experience
  • A minimum of two (2) years functioning in an Information Technology (IT)/Operational Technology (OT) role with exposure to diverse IT architectures within the DoD, demonstrating progressive growth of skills and responsibility.
  • Proven capability to independently initiate, track and manage tasks, with a high degree of detail, quality, and process orientation
  • Working knowledge of DoDI 8510.01 policy and principles with at least 5 years direct experience with RMF.
  • 2+ years direct experience of USMC Assessment & Authorization (A&A) policies, practices and toolsets.
  • High level understanding of information security principles and risk assessment techniques
  • Ability to use prior experience and knowledge to address new situations and incorporate new information, especially during interactions with clients.
  • Willingness and ability to set priorities and deliver under tight deadlines in a heavy workload environment.
  • Excellent communication skills, both written and verbal to clearly articulate ideas for senior leadership as well as technical staff consumption.
  • Ability to work in teams, and establish and maintain cross-functional and working relationships.
  • Proficient with Microsoft Office Suite of tools, including Word, Excel, and PowerPoint.
  • Certification: CompTIA Sec+
  • Ability to obtain and maintain DoD Common Access Card (CAC)


Preferred Qualifications:

  • Experience with USMC Enterprise Networks
  • Experience with USMC Enterprise Cybersecurity Manual (ECSM) 018
  • Experience with USMC FRCS/OT systems
  • Experience with USMC Industrial Control Systems (ICS)
  • Certification(s): CISSP, CISM, CEH, GICSP
  • Prefer candidate near DC/Quantico, Camp Lejeune or Camp Pendleton
