As part of the Energy, Resilience and Sustainability (ERS) Division, you will collaborate with experts to provide comprehensive policy, planning, and implementation services to deliver solutions that address critical infrastructure resilience and security issues and support the military mission, while reducing environmental impacts. The ERS Division is seeking a highly motivated and qualified candidate to support energy, resilience, and sustainability portfolios. A successful candidate will enjoy working on small teams to develop policies, strategies, and projects focused on enhancing mission resilience in support of senior Air Force clients.

The Assistant Energy & Water Policy Analyst will help implement DoD mission assurance through energy assurance strategies and will report directly to the ERS Division Executive Director. Some travel may be required with this position. This is a remote position, with the flexibility to work from home or CTC's Johnstown office.


Key Responsibilities:

  • Support high-paced, senior level offices and help drive their energy & water strategies.
  • Monitor and support the client's task management and workflow systems to ensure deadlines are met.
  • Support ongoing energy and water resilience governance and oversight efforts.
  • Provide cross-functional support across multiple portfolios, policies, and program initiatives that improve installation resilience and mission assurance.
  • Collaborate with multiple internal DoD and external organizations to support energy and water resilience efforts.
  • Maintain awareness of relevant Congressional activities and member interests as they relate to the client portfolio.
  • Support reporting of energy, water, climate, and other installation resilience metrics.
  • Participate in engagements with vendors to facilitate and explore installation resilience data integration and innovative technology project opportunities as assigned.
  • Research and draft reports on innovative energy & water initiatives.
  • Support the development of task responses, talking points, briefs, and associated materials for clients
  • Track and manage action items and deliverables as assigned.    
  • Support the development of strong client relationships.


Basic Qualifications:

  • Bachelor's Degree in engineering, science, public policy, management, or related discipline with zero to two (0-2) years of relevant experience.
  • Possess an interest in identifying innovative processes and technologies to enhance energy and climate resilience.
  • Excellent communication skills, both written and verbal, and a high attention to detail
  • Aptitude to conduct research, and apply basic principles, concepts, and methodologies to different assignments.
  • Capacity to collaborate in a team setting and work independently to meet objectives.
  • Ability to complete tasks, under supervision, as assigned by team and project leads in accordance with project(s) cost, budget and schedule.
  • Detail-oriented with ability to produce high-quality results.
  • Ability to manage schedule and workload to successfully deliver on multiple projects simultaneously.
  • Capacity to collaborate in a team setting and work independently to meet objectives.
  • Proven experience in federal installation, environmental, and energy issues.
  • Strong communication skills, written and oral, supported by inter-personal skills that support being a liaison between organizations.
  • The candidate must have the ability to obtain and maintain as US Government Common Access Card (CAC) for this position.


Preferred Qualifications:

  • Experience in government consulting or supporting government organizations.
  • Proven experience in federal energy and water policies.
  • Knowledge of Air Force structure and operations.
  • Experience with Defense appropriations and authorization committees.
  • Possession of excellent data gathering, analytical, problem-solving, and client service skills.
